Jeb Bush expressed disappointment Monday that Eli Lilly & Co.

isn't negotiating with Florida to be included in a list of drugs that could be prescribed to Medicaid patients.Companies must agree to provide them at a discount to the state to be on the list of drugs that Florida's Medicaid program will buy.

Lilly so far is the only company that isn't negotiating to get its medications on the list, meaning patients who take those drugs may lose access to them, state officials said.Bush said it was disappointing that the company wasn't negotiating, although he declined to identify Lilly by name.But Agency for Health Care Administration Secretary Alan Levine wrote to Lilly president Sidney Taurel on Monday saying it was the only company not talking to the state.
